Neil was born April 3, 1957 in Gardner, MA. to Harold Morris Todd and Janice Lee Davenport. He married Katherine Marie Flusche on February 19, 1977 in Decatur, Texas. He was preceded in death by inlaws, James and Sally Flusche, and sister in law, Cindy Flusche Savage.
SURVIVORS include his loving wife Kathy Todd of Decatur, daughters, Angela Bartel and husband Shane of Lewisville, Sarah Todd and Woody Mallett of Houston, Kimberly Todd, of Lewisville, and Megan Todd of Pensacola, Florida, grandchildren, Jacob and Emma Bartel, Jade Mallett, brothers, Bruce, Gary, Eric Todd, sister, Lisa Upton and parents, Harold and Janice Todd of Neport Richey, Florida.
