Steve was born on September 7, 1956 to Edward and Ann (Burke) Foulks in Wichita Falls, Texas. He was united in marriage to Sally Ann Anderson on August 16, 1994 in Keller. Steve was a supervisor at Texas Steel and a beloved husband, father, grandfather and friend.

Those left behind to cherish his memory is his wife of 25 years, Sally Ann Foulks of Haslet; 3 sons, Shawn Foulks and wife Tina of Saginaw, Justin Alan Foulks of North Richland Hills, and Tyler Foulks and wife Erin of Watauga; his step-son, Kelly Shaw of Lexington, Kentucky; 6 grandchildren, Shelbi, Jared, Chase, Brexley, Charli, and Levi; 2 step-granddaughters, Maddie-Jo and Kylee ; his parents Edward and Ann (Burke) Foulks of Carl Junction; 2 brothers, Terry Foulks of Mount Vernon and Eddie Foulks and wife Rhonda of Carl Junction; extended family and a host of friends.
