Winnie Charlene Volkman was born on December 8, 1941 to Kermit Russell Volkman and Winnie Blanche (West) Volkman in Littlefield, Texas. She graduated from Muleshoe High School. Charlene married William Lewis Blaylock on June 15, 1960 in Muleshoe, Texas and was married for 46 years. Charlene and Lewis had two sons, David Russell Blaylock and William Ottis Blaylock.
